Not necessarily. It varies from person to person and from session to session. It's possible to have a completely dry super and on the other hand it's possible to leak a lot and not have it lead to an orgasm.
Personally, most of the time I'm not aware of whether there's been any leakage until I'm cleaning up after a session.

i leak pre-cum with every session regardless of any orgasm or not. Though its a big turn on when you feel it hit your skin during a session.
