Yes, kind of... not quite sure which place you mean exactly. The LP is (roughly) above the testicles behind the pubic bone (more or less where the prostate is - it loops around the prostate like a sling). If you mean in front of the pubic bone (right below the skin, at the root of your penis shaft): that's the Ischiocavernosus (which loops around your penis shaft and makes the penis wiggle, when you clench).
