Yes, likely you're milking your prostate and prostate fluid is coming out. There are several fluids that mix together at the time of ejaculation and when I stimulate my prostate, with a flaccid cock, I find several different kinds of fluids come out: thin watery stuff like you describe, thicker white more traditional "cum" type stuff, and sometimes very thick almost gooey white to pale yellow stuff comes out too.
