All kidding aside, I would be careful with something like that because if you were too aggressive and burst blood vessels, you could cause permanent damage to your penis. I'm sure there are some gains to be had, but there are also some pretty big risks.
It is impossible to have permanent gains this way. What people claim might be due to placebo effect, or might be paid to do so. Lots of men have inferiority complex down there, and are ready to spend a lot.If you want a toy for your penis, there are much better options.

But what sense does this make? Those people in penis exercise forums aren't even selling anything. What sense does it make for them to hang around there and make stuff up?

The guys and Thunder's place did put a smile on my face when I visited the site a while back. At the time I thought they were possibly OCD but why should they lie about getting gains of a fraction of an inch and spending many hours/days and years to get this small increase? Unfortunately Columbia isn't familiar with what they are talking about. I don't do the exercises, since I haven't had time and I'm lazy, but what Columbia is claiming has nothing to do with what PE Sites actually discuss. Yes the main method sourced is jelquing, but they don't believe there is a muscle there or anything. The main idea behind why they think the penis enlargement exercises work is that you are forcing blood into the spongy parts of the penis at higher rates. The thought is that continuing to push that spongy tissue to its maximum capacity will increase it over time. They also believe that the exercises promote cell mitosis.
The idea that Columbia thinks these communities believe the penis is or has a muscle is hilarious.
@magus242, yes, they are for a university confused - often happens at such places! You are correct that penis enlarging techniques focus on the spongy tissues. Jelqing is done with a partially erect penis squeezing more blood in. Penis pumps suck more blood into the spongy tissue. I am not saying it works just that the university got it wrong - again.

@Badger: The size gains are minimal. My erect penis gained about 1/4" inch in length and about a 1/2" in girth after the first couple months of use. After that, there have been no further size gains. My flaccid size did not increase. I suspect the size gains are the soft tissue that was not filling up with blood during erection are now filling up. So, I cannot attest that it will make you noticeably bigger, but for me, it has helped my erections. My sex partners have remarked how hard I get.
